Handbook Revision, August 1, 2025

This revision of the Child Protective Services Handbook was published on August 1, 2025.

On September 1, 2017, the investigations branch of CPS became a separate division named Child Protective Investigations (CPI). Until CPI develops its own policy handbook, investigation policies and procedures will remain in the CPS Handbook.

School Investigations (PATS 14356)

In regard to Texas Administrative Code (TAC) 707, this policy’s revisions include:

  • A requirement for special investigators to send a certified letter or email documenting unsuccessful verbal attempts to make contact with the superintendent, president, or director of a charter school or chief executive officer of a private school.
  • The reorganization of actions required in school investigations to ensure clarity and efficiency.
  • The responsibility of special investigators to make reasonable efforts to conduct face-to-face interviews as part of their investigative process.
